The strategy will focus on its vision of creating a digital ecosystem for Americans that is:

- Resilient
- Values-aligned
Five pillars were drafted in its approach:
- Defend Critical Infrastructure
- Disrupt and Dismantle Threat Actors
- Shape Market Forces to Drive Security and Resilience
- Invest in a Resilient Future
- Forge International Partnerships to Pursue Shared Goals
